Who does the emergency response protocol (PRE) apply to?
The Emergency Response Protocol (PRE) applies to the Hydrocarbons Sector in general.
When did the PRE go into effect?
How often is the emergency response protocol updated (pre)?
i)Every 5 years;
ii)When modifications occur to the design and / or technology of the process or any other modification that affects the result of the risk analysis in the different stages of project development;
iii)When accidents occur (Type 2 or 3 Events, in accordance with the provisions of the General Administrative Provisions that establish the Guidelines for reporting the occurrence of incidents and accidents to the ASEA); or
iv) During a drill where a failure or improvement of the evaluated elements has been detected.
How is the emergency response protocol presented?
The PRE must present itself to the ASEA with the request for authorization of its Industrial Safety, Operational Safety and Environmental Protection Administration System (“SASISOPA”), attaching Form FF-ASEA-036 “Entering the Response Protocol to Emergencies ”.
Regulated companies that, prior to the Date of Entry into Force of the Provisions, already have the authorization of SASISOPA, must update their PRE in accordance with them, and present it to the ASEA within a period not exceeding 90 calendar days from the Effective Date.
For their part, those that are carrying out the activities of sale to the public of natural gas, distribution and sale to the public of liquefied petroleum gas and petroleum products that do not have the authorization of SASISOPA must update the mechanism for responding to emergencies within a period of no more than 120 calendar days from the Effective Date.
Does the emergency response protocol have a fee?
No, this obligation does not require payment of rights.
Can I make an emergency response protocol (PRE) for all my stations?
No, the Emergency Response Protocol (PRE) must be carried out individually for each physical installation, since emissions are variable.
